Seems there's a worldwide Teams bug wherein meeting organizers/instructors cannot hear other participants in breakout rooms. Hopefully Microsoft will release a patch soon.
Luckily, we don't use breakout rooms often for these courses. I will set up a fresh one-time meeting for one-on-one check-ins tomorrow.
